Charged £28 for going 3 pence OD? Halifax.

Hi,
Got a letter yesterday for an account I don't even use (secondary account, I paid it up a few months ago and haven't used it since, I use my main Halifax account, which is in credit by a large sum) saying I'd got a £28 charge for going overdrawn.
I called, and it turns out they charged me debit interest from the beginning of the year of £1.50 which took me 3 pence overdrawn, so they've charged me £28.
They are refusing to remove the charges as they say they removed 2 or some charges last year and their policy is if you've had charges removed in the past as goodwill, they won't do it again.
Is there anything I can do? She just directed me to customer services, like they always do.
