Second adult rebate

Hello would someone be able to give me some advice please?

I currently live with my wife, daughter (age 25) and grandson (3). Both myself and my wife work full time and pay full council tax.

My daughter is on benefits and does not pay us any rent.

I applied for second adult revate but was turned down, is this correct?

    i think the second adult rebate is only for those that are not paying rent but not able to claim benefits, like kids on a apprentiship...thats how i read it... someone that knows for defo will probably put me right :)

    Your daughter is not a second adult, but a third, as you live with your wife as well.

    The second adult rebate is intended to stop otherwise-single occupants from losing their single person discount due to having a non-dependent adult on a low income living with them.

    Even if your wife didn't work, you would not get the second adult rebate, as partners are not considered to be non-dependents.
  • isnt the daughter meant to claim the hb/ctb herself? as it pays for her share? i would ask your council as im not 100% sure but i hope you find a way :)

    The daughter cannot claim as she is living with her parents.
  • Apologies for not starting a new thread but I have only just registered and have just spent about half an hour trying to work out how to do so, without success! I told the LA when my elder daughter turned 18 (as she is working full time) as I knew I could no longer claim the 25% discount for single adult occupancy. I have only just today heard of the second adult rebate. Can anyone tell me how low my daughter's income would have to be before I could claim this? - i.e. is it designed for households where the second adult is on benefits, or would a low salary qualify?

  • Many thanks; I'd looked at a few local authority sites but hadn't found such specific information before. I'll have to check with my daughter the exact weekly amount but I think I should be entitled to something - which is always better than nothing!

    I am a bit confused as if you live with your wife, you should never have claimed the 25% Single Person Discount so you would not be any worse off.

    If you have claimed SPD and should not have done, you need to contact the council as ths could be classed as fraud. It is called Single Person because it is for single adults.

    If you were a single occupant but had a non dependent living with you like your daughter, you would lose your SPD but could apply for either Council Tax benefit if your income was low, or 2nd Adult Rebate if your income was too high but your daughter had a low income. Neither of these seem applicable

    If you and your wife are joint owners of the property, your daughter would not be entitled to claim Council Tax benefit.
    I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

    fluffymovie I think it's getting confusing because two posters have asked similar questions

    MISHEL02 hasn't mentioned the single adult discount (he mentioned he lived with his wife). He asked about the second adult rebate which should be applicable

    Snowleopard has never given mentioned a partner so if they lived only with their daughter then they were entitled to the single adult discount until the daughter became 18. They can now also apply for the second adult discount depending on the daughter's income

    He lives with his wife and daughter. Assuming that none of the three are invisible for CT purposes, then second adult rebate cannot be paid, given the benefit is for 2-adult households and there are three here.

    To clarify further, the two adults in the household cannot be a couple.
