Safely Remove Hardware Help.

I am trying to safely remove hardware when I do go through the process I get this error message.The device Generic-multi-card USB Device'cannot be stopped because of an unknown error since the device is being used do not remove it.
Every time I switch laptop on I have to maually remove the hardware.I would like to know how to completely remove hardware.When will windows stop recognizing this hardware when I have nothing plugged in to my laptop.
Any help appreciated.

A card reader? why remove it?
But yeah, Windows thinks its in use, could be a Virus thinking its a USB stick or could be something like MS office which is a sod for holding onto external drives.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

The problem is it keeps bleeping flashing up with this.When I manually remove it sound stops interfering.When I restart pc.The problem starts all over again.:A :A :A :A :A :A :A

Can you disable it in My Computer>Properties>device manager?0
