HELP JSA Advice Needed!!

Hi,
I need some advice about benefits.
Last year i returned to the UK from two years living in Oz, I got a job within weeks of getting back and stayed in that job until April. I was working as a Temp and in April I had my assignment cancelled in order to cut costs.
I went and signed on and filled out all the forms but then received a letter back saying I was not going to be paid JSA because I hadn't made enough NI contributions. I rang them up to question it but was told there was nothing I could do, was also told that my options would be better if my partner didn't work - he works as a catering assistant and only earns around 12k a year - so not exactly enough to support us!
It's now been over a month since my last pay, I'm still looking for work but now the bills are building up and need to be paid but neither of us has the money.
I was also told by the JSA that if I claimed for Housing Benefit or Ctax benefit then they would more then likley be refused due to me being refused JSA!
IS there anything else I can do, I've written to my local MP about this but had no response, I've tried calling the CAB but they're lines are always busy!
At the end of my tether!!

You will not CBJSA as you have not paid enough NI conts. Your partner earns too much for you to get IBJSA. Being turned down for JSA has nothing to do with your entitlement to LHA (HB) CTB, so you may be entitled to help depending on your ages and the size of the flat etc. Your DP maybe able to claim WTC.
My dh does not get much more than your dp and we manage fine, it is a matter of budgeting properly.0
