bank charges

I have recentley applied for my bank charges back with nationwide. They sent me a letter asking me to fill in my ingoings and outgoings which i did so and a month later they have sent me aother letter saying that they are not paying back my bank charges because i have too many outgoings!! i dont understand how they can refuse to pay me back the chrges because of this...im owed roughly 1000 pound and it would help me alot by havinbg this.....i have since had to lower my loan repayments by half since applying and am basically robbing peter to pay paul.....dont know what to do now!!
