Parking ticket and the officer only waited a minute

Hi I was in Swansea shopping on Fri 22/05/2009 at 5.15pm I parked In a street that a 1hr parking limit on it and displayed my Disability Badge and Time that was ok for me as I only needed to go to Wilkinsons Store to pick up a couple of items I reserved. Still ok but I am Severely Disabled and not being familiar with Swansea I did not realise how far the walk was but I still should have made it back to my car in time. On the way back I was taken ill and I needed to sit have a bite to eat and take my Medication. Another thing I overlooked was at 6pm the parking bay turned into a Taxi Rank so at 6.18pm a council warden gave me a ticket and it said he OBSERVED MY CAR FOR 1MINUTE 
now at 6.25 I was back at my car there it was in all its glory with a ticket on my windscreen but the other 6 cars parked behind me had nothing? so I would have seen the warden if he had waited a little longer and booked the other cars 
I took pics on my phone of everything I could think of and sent an appeal in, I await a reply. Was it because I was displaying my Blue Badge that i got picked on. I also noticed that there was quite a lot of Building work going on where i was parked and the Taxi's were parked in a different street. :mad:
