Rights on returning an Ebay item thats faulty?

I told the seller about 2 weeks after purchasing since it was a pc motherboard and he asked me questions, I was quite busy but replied witin the next 10 days of this all he asked.
He finally gave me a RMA but I was unable to send it back in time and now seller is saying he wont refund or exchange as too much time has passed(just over 4-5 weeks since purchase)
I paid by paypal.

Paypal isnt normally covered by SOGA etc as its normally C2C transactions.
You would need to claim against the small claims process but suspect your lax attitude to reporting and returning the fault will work against you.

Yet again, utter bull.
Sale of Goods Act may well apply in consumer to consumer transactions as much as in business to consumer transactions. The only difference is that SOGA can be contracted out of in C2C transactions.0
