2 PCNs at the same time (More or less)

Hi,
When I went to the bank on 29/04/09, my girlfriend waitied for me in the car (Driver's seat) on the small street outside. I was in there quite a while as it was busy and possibly she nipped in to see what was taking so long (this might have been on a different occasion, who remembers?) after a while she moved forward off the double yellows an into a goods loading bay.
We eventually got two tickects, issued by CCTV. My quetion is A) I thought that they weren't meant to give you a car if someone was in the car, and also that a ticket wasn't valid if you left before it was issued to yo or placed on your car. How does that work with CCT tickets like this?
even assuming they are justified to issue these tickets, surely this is really 1 offence, my girlfriend moved because it seemed like it would be better to park in the loading bay.
