I have just been charged a £35 'fee' by the halifax as there was net enough money to take a direct debit out of my account. The direct debit was £11!!! Its the first time i have been charged with a fee by them for anything. It was a current account that had no overdraft on it. Can i reclaim this at all? Thank you.

If this is a first 'offence' you could ring them and ask them nicely, very very nicely. Very often they do refund you fee just by doing this.
If not you'll just have to put in for the reclaim and wait like the rest of the people with claims ongoing.
Arranging an overdraft is free, i would think about it for around £100 this ensures that the charge will not happen again and might go someway to helping you get your £35 back. Good luck and let us know how you get on.make the most of it, we are only here for the weekend.
and we will never, ever return.0
