'Further Steps Notice' from DVLA

Hi all,
Been landed with a little belter this morning from Postman Pat....
a letter from my local courts collections & enforcement unit....
The amount you owe is £145.00.
As you failed to make payment as directed you are hereby given notice that one of more of the following steps will be taken against you:
>> Issue a warrant of distress for the purpose of levying the sum due
>> Register with CCJS ETC
>> Attachment of earnings (just been made redundant, how ironic)
>> Make a vehicle clamping order
>> Refer case to court, which may lead to a 50% increase in sum owed
>> Take any further steps as permitted under the provisions of fine collection regulations which apply to any other enforcement power of a magistrates' court.

PAYMENT WITHIN 10 WORKING DAYS BLAH BALH BLAH....

i have the right to appeal, to which i have 10 working days for the date of the letter (i've just got it in the post today, the 1st of june....was sent 21/05/09) what the hell...??

Ok, well i dont have a clue what this is for - so i rang them and they said it dated back to a DVLA court summons for not informing of a new keeper, ready for it?...........03/02/2007!!!!!! to which i laughed and asked what was going on - i would have NO REASON what so ever not to inform them of a change of owners, and she gave me the car registration..... now i remmeber sending the V5 off because the guy seemed very dodgy, and i usually wait till i pass a post office when sending V5s, but i made sure to get down there and send it THAT day..... anyway - she said it had taken so long because i had not given them my address???? why should i give a random court my new address when i've never been to court in my life or had trouble from the police before?! lol

PS the reason for the 'evading capture' (i jest.) was in the ame month i solld the car, i found that the ex had been cheating and we both moved out the house.... now i rang a mate of mine that had been through this before because he did forget to send V5 off and he said i should have been taken to court for them to give me a fine????? surely they can't fine me if i dont turn up to court? AND i've just remembered as typing this - myself and new girlfriend have had a PNC check done on us in the last 3 months when some kind low life scum decided to write the missus' car off and tried blaming us (whole other funny story which was unfounded also)so why didn't it flash up on there?! they obviously updated my address details and what not then.....

long winded i know - but now i'm at a loss what to write in appeal for a car that to my knowledge was sold 3 years ago lol

PPS i know your meant to get confirmation in 6 weeks of change of owner and if not to get in touch with DVLA, i dont remmeber such a thing and had other issues to attend to IE finding a place to live and what not...

please help

    The DVLA are never wrong :rolleyes:

    Having said that it really is up to you to sort all this out at the time and your domestic problems will be of no consequence. Obviously moving house has just made the situation worse. Probably best to pay up if you can after checking all their paperwork is correct and up to scratch.

    Ah now you have got me, this might be better on the sub board (those guys are quite good at know the ins and outs of these sort of things). You just want to check they have sent out the relevant reminders etc (trouble is I don't know what they are) give them a call and see what they say.

    This one you will struggle to get any advice on here. I don't think this comes up often enough.
