non paying bidder...

gonna make this quick- buyer bought something for a grand total of £3 including p+p. didnt pay, or respond. i opened a non paying bidder dispute. they responded saying lost credit card- can pay in a week. week later, they said they would have their new card in 10 days- bank messed up apparently. now they are saying it will possibly be monday, but if not could they have my address (again) to send a postal order.
so anyway now its been weeks and to be honest, i just want to close the dispute, and move on (buyer only has 3 feedback). but if i do that, will they be able to leave me negative feedback??
thanks in advance (want to close dispute asap so would appreciate answers asap!!)

    if you issue an unpaid item strike to close the dispute and add the person to your blocked bidder list they can not neg you.

    If they responded to the dispute in any way they can still neg you.

    Like steviebabes says they can neg you now, but regardless this is still one for the blocked bidder list, in fact I would always add a buyer to my blocked list as soon as I had to open a dispute on them. Even if they later pay up they stay on my blocked list.

    If they do neg you, you should be able to get it removed as they did not specifically state a problem with you or the product - more details on how to do this are on this page - http://pages.ebay.co.uk/help/policies/feedback-withdrawal-removal.html
