Got a charge certificate UPDATE

Hi All
I dont know how to link this to my previous posts but in a nutshell I received a charge certificate without first getting the original ticket. They advised me to send a letter with the charge certificate( I sent a copy as advised) today I got back a letter telling me they would accept the reduced rate of 60 pounds, within 14 days. I take it from this I dont get the same rights as everyone else, or should I be grateful that they've been lenient.
