ex wife built new debts in my name...

im not sure this is the right place but looking for some advice!
my brother in law has recently received letters from 2 debt collectors for a total of £7500 on cards in his name. These cards are from a previous marriage which when divorced 6 years ago were empty. Stupidly he didnt get them closed and it has now come to light that the past 2 years his ex wife has been spending on the cards in his name.
soooo... my question is...is he liable for this debt which so obviously wasnt him spending? she is now refusing to pay anything off them. She too is remarried and therefore has changed her name...is this fraud for her to be using the card anyway?
