Can't access some websites (that are definitely up)

According to Down for everyone or just me, and a couple of web proxies, that site is DEFINITELY up. However right now I get (with Firefox) this error:
A similar thing happens with a different computer on my network with IE, and also I simply cannot ping it (as in I get Request Timed out, it's not a DNS problem as I can resolve its IP - 195.244.208.158). This narrows it down to two things, my network (...unlikely, no special firewall or anything) and my Internet.
When I Google this kind of problem, the only answer I get (if any) is to use a proxy. For security I'd much rather not, so is there any other way?

The site could have a country IP restriction and your IP address might be falling into the wrong country band, it can and does happen.
I looked into country restrictions for my website, Im firmly planted in the UK, but the most up to date lists I could find still placed my own IP address as being in the US, kinda useless really.....“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

I have had very similar issues in recent days, the BetFred website is pretty ropey. I had more success logging in with Safari than with IE, Firefox or Chrome - but today ALL browsers could not access the site - see below for their reply

We have had some web issues, which are being resolved.
The I.T team will be working online today and the web page will be taken down for maintenance at 11pm Sunday to 9am Monday.
It will be advisable to logon on Monday 27th to view the account.
