Tax Disc Question

Hi all, I have a bit of a quandry which i'm hoping for advice on.
I bought a second hand car privately at the end of March, which had an expired tax disc. The guy selling claimed to be having computer difficulties, so I said that I would use his renewal number and my credit card (naughty), with the disc getting posted to him, and he forwards it on to me (as I wasnt at this time the registered owner).
However, three months on and hes claiming the disk hasnt arrived. I have called the tax people, who say I can buy tax again and claim a refund on the original disc.
The car is showing as correctly tax, just theres no disc to display, which is a problem for sure.
How can I do this if i am not in possession of the original disc? Has anybody been in a similar situation before?

The Tax Disc is ALWAYS sent out, I have never known of anybody who has never received it.
It is an offence to not display a valid tax disc, It sadly is also an offence to stick the tax disc in the wrong place on the windscreen!
I know it's not your fault, But the authorities can still legally remove your car if they see it on a public road?
It has been known in the past, For some car sellers to use the disc on their own car or on another one!
You could catch up with the seller, But he/she has probably well forgotten about it by now?

Inactive - apparently i cant claim for a duplicate as i've never had the original? Thats what they said on the phone anyway.

Yeah, It's a bit of a situation.
They will need the original disc so they can refund you, It's crazy I know.
You would think that they could still refund you, Because they still have a record of it being sent out from their end at Swansea?
There would be no possible way that they don't have a record of it being sent out.
The chances of the seller not receiving it is VERY remote I would say.
He/she has either lost it or used it on another car - There's no other solution?
You can't use another tax disc on another car now anyway, As the ANPR computer in the traffic car will ring and alert the patrol to a non match.
The ANPR reads the numberplate in about 4 seconds.
In the old days it was well known for people to swap tax discs on vehicles etc.
But now it cannot be done nor is it worth doing it.
I should think the DVLA would think that you have genuinley not received the disc if you keep contacting them.

Apply in person at your nearest Driver and Vehicle Licensing Agency (DVLA) local office or by post.
Take or send:- a completed V20 ‘Application for duplicate tax disc’
- registration certificate or new keeper supplement
- £7 fee (if needed)
- the original tax disc if you still have it
- a copy of the refund reject letter (if applicable)

Then let me introduce myself!
I applied online last January, 2 weeks later I had still not received the disc, I rang DVLA and they sent out another one, requesting I sent the original one back if/when it turned up, I have never seen the first one

No they don't. And lots of people do not receive their tax disc by post, they are normally sent from DVLA but can go missing in post.
OP - If I were you I'd try the duplicate tax disc from local DVLA office first using form V20. Hopefully this will work if you are registered keeper. If not then under normal circumstances (i.e you had paid using your reminder/logbook) then you would have a refund to your CC if you purchased another. Your problem is that you did not use your reminder. Although if DVLA have said they will refund this way then you have no problem.
