How long for an eBay cancelled transaction case to show?

I cancelled a transaction because the buyer had the wrong address on PayPal. We agreed to cancel it and I'd put a BiN so he could buy it again and repay when he changed his address.
I've opened a claim to claim my fees back but when I check on the status it says details aren't available and to check later. In the resolution centre it says I have no open cases.

I did one last week and mine showed straight away.

I emailed eBay to ask. They sent an email saying:
"To help you as quickly as possible we're sending
you a response which covers questions about fees. Please scroll down to
the section which is most relevant to your query..."
None of these answered what I was asking.
Is this their way of answering, or should I expect a proper reply by a real person?The View Belongs To Everyone0
