Locks for swing opening Double Glazed Windows?

We're looking at purchasing a fourth floor flat which has perfectly adequate double glazing but the whole window swings out (IFSWIM). They also appear to tilt ever so slightly inwards at the top.
My husband is totally paranoid about people throwing themselves out of the windows and wants to completely replace them. The estate agent says that there are locks that can be purchased to stop them from swinging open to such a dangerous degree - does anyone know about these? If so, is it easy to remove these locks?

something like the ventilation lock more than likely.It's not easy having a good time. Even smiling makes my face ache.0 -
Just remember one thing that tilt and turn window will be your means of egress in event of a serious fire in your building, and although opening stays are good they can be a pain to open especially if your in a rush.0

If it is a tilt turn window you may be able to change the handle for a "turn lock".
These allow the window to be locked with a key so it can only open in the tilt position thus preventing anything or anyone passing through.
If you turn the key it allows full opening in the side hung position.
We often use these on schools & high level buildings etc.

They're PVCu.
What I don't get is that the three downstairs flats all have identical windows which have a top opening; 'our' flat looks like they were installed at the same time but it has the most dangerous windows even though it's the top floor.
Do you think there could already be a key for the window then? And that the last owner used the key to let them open so dangerously? The flat is a repossession so if there was a key, there mightn't be anymore - if so, how would I replace it?
