The parental control is software. It can run on any laptop using Vista/XP-the laptop specs are not relevant.

it may be worth installing K9 web protection to protect against visiting dodgy websites as well as using the inbuilt controls in vista

Alternatively, use OpenDNS. Unlike K9, this solution doesn't limit you to machines running Windows or OSX.
