budget and VAT

does anyone know if there will be new rates? The HMRC site is so sprawling and unhelpful.

also did the budget raise the tax bands (not just the allowance)?

but,

The Chancellor announced in his speech that there would be a review of the national insurance and income tax with a view to possible alignment of them to assist low paid workers. The review will be followed by a consultation after the next pre-Budget report, which is usually in October/November.

Sorry, I'm possibly being very dim here, but are you saying that VAT is going up from 17.5% to something else? For us mortals who pay it rather than charge it, I mean. Couldn't get my head round the links you posted.
