I didnt say to use composite cables. I said to use S-VIDEO (Or indeed component if you can get sound out somehow)

Also ~ the LCD screen would convert to progressive and upscale ANYWAYS (Unless its real cheap cr*p). So how do you know the box would do it better?

I thought this particular LCD screen didn't have any connections available other than VGA, hence the need for an external box.

Given this situation, component is the best to use as I believe that some PS2 games support progressive scan when component is used.

Depends on the screen really. Some very high end computer monitors only have DVI and VGA connectors, but it's a fair point that VGA-only LCD usually implies a pretty crap (or incredibly old) LCD.

When I went through all this back in the late 90s it was for a slightly different reason. I'd just acquired, for free, a 40" VGA-only CRT monitor with a maximum resolution of 800x600. With a cheapo converter like the one I'm trying to persuade the OP to buy it looked bloody marvelous in comparison to my 20" Toshiba telly.

These days whenever I see a thread asking about connecting games consoles or cable TV to a computer monitor, it's pretty much always a student in halls with no room for a separate TV, so it's still useful to be able to do this.
