Gap Insurance and PPP

After reading the info about miss-old PPI - I have dug out my partners HP agreement for his car. I have been trying to get my head around the agreement and insurance that was taken out. My partner remembers taking out the GAP insurance as he was quoted £143.00 (the credit was over 3 years and he remembers that the salesperson said this really cost less than £50 per year) This was all he agreed to.
I have also found a letter date the same date as GAP insurance agreement that states
'Further to our recent telephone conversation I confirm that I enclose a copy of the PPP for you to read and consider...blah..blah..blah.. For the full cover it will only cost an additional £17.55 per month.'
On checking this agreement it states total amount payable £649.35!! In our naivety we must have thought this was the same as the GAP insurance and unfortunately we never checked this thoroughly. I have confirmed with my partner that he would never have agreed to this!! In the phone conversation only GAP insurance was agreed - Am I correct in thinking these are separate insurances (although they are both through Pinnacle) and do you think we have a case??
