HIP pack for two dwellings

I have just read the gov web site and it says that you don't need a HIP pack for selling two properties.
Here's the thing, I have a house and a separate outbuilding that the council decided was liable for its own tax. I'm therefore paying two lots of council tax, so now I'm going to sell, does that mean I have more than one dwelling.
I think in my book it does, be interesting to hear your thoughts all you property gurus.

Why is the outbuilding assessed separately? Is it used for some commercial purpose or as extra bedrooms to the house or what?RICHARD WEBSTER
As a retired conveyancing solicitor I believe the information given in the post to be useful assuming any properties concerned are in England/Wales but I accept no liability for it.0 -
The way you've described it here, I think you need two HIPs... scenario 6 or 7 at this Govt page would seem to apply, unless scenario 8 does - in which case you only need one .....

sorry been off the ball and not got back.
the outbuilding has a bathroom in it, it was an old barn in the 1600's and I have renovated it so it could be used as extra space. Noone has ever lived in it.
I had a visit from the council as I was only paying CT on the main house, and they in their wisdom, slapped separate tax on the outbuilding saying someone could live in it if they wanted to. It has gas water and leccy supply.
Since then I have had an official notice from the council telling me the new name of my new dwelling, and that it is now classed as a separate dwelling. This is even though I could never sell it on its own as access is a problem.
So in my mind, I now own two dwellings, or am I wrong?

just had a look at your link page, and according to that, no HIP is required as it is two properties being sold together.:j

Well, from the info you've given, I'd say you were 'scenario 8' - one HIP required.0

am even more confused as my outbuilding has no kitchen, is it therefore ancillary?
did not run to affording any servants as OH not MP....0
