BT - refusing to switch my address?

I get my line rental with bt, there was a massive mess up at one stage as bt and tiscali were both charging me for calls now thats all be sorted i had a bill of £180 i have paid the £80 so still owe them £100 but i moved on the 7th May but bt keep refusing to move my line rental to my new address due tothe outstanding balance. i cant cancel as i am in a contract with them and have 4 months left.
Anyone who has moved in to my old address will still have acess to my phoneline so any calls they make i will be charged for so bt have told me but surely that isnt right?
Is there anything i can do to force them to switch my contarct to my new address?

You can cancel the contract at the old address but they won't let you have a service at the new address because of the debt owing. You need to discuss with them how you will pay off the o/s debt.No free lunch, and no free laptop

if i cancel the contract wont i be charged a fee??
i have offerred to make weekly payments to cover the debt if they switch over but the refused my offer and said they needed payment in full.
surely there is some law about this as im paying for line rental for someone elses address, the main reason im worried is as i have a young son who had a fit back in jan so need a phoneline for emergencies - the hospital is only 1mile away but i dont drive so if he was to have another fit i would be stuck as i dont have any family local who drive and have no mobile.Wins for 2011: ........................

If you are in debt to them I don't think they are under any obligation to transfer your line-is there actually a line physically installed at the new address?
It would be possible to put a block on any outgoing calls from your old address so that the new occupier could not make calls at your expense.No free lunch, and no free laptop

but surely the new occupent couldnt get an incoming line if the op's is still there blocked for outgoing calls? speak to there collections team they should be able to help u arrange lower payments0
