Tesco Double your Clubcard points - is this a scam?

Not sure if this is the right place, I have posted one message about this (I think) but can't find it.
Anyway I have a collection of Tesco Clubcard vouchers which are still in date, and went along to my local mega Tesco store last week to exchange some for double their value in wine Reward points under their new promotion.
My Clubcard vouchers were rejected, they said they were not eligible as they were not the special Clucard vouchers issued this month for the scheme. Any earlier ones could not be used. They told the man behind me the same thing. I haven't been sent any Clubcard vouchers this month, which I pointed out. She said they would arrive in the next few weeks.
I have looked on the Tesco clubcard website and through all the promotional literature I have been sent and I cannot find any reference to the scheme being restricted to Clubcard vouchers issued this month only but that is what they are insisting at my local Tesco.
Anyone else had the same experience?

I have doubled up - although my vouchers came this month
and what they don't tell you a £6.50 voucher is only worth £10 doubled up - the remaining £1.50 gets put back on your clubcard as 150 points to use 'next time'
Thought it was abit naughty to mention it anywhere myself, plus the woman only told me after she had processed and ripped up my £6.50 voucher
Havn't decided if i'll double up with my other vouchers yet!

Well I have just got through to the Tesco Customer Service Centre in Dundee and they say what my local Tesco store is saying, about only accepting clubcard vouchers issued since the double up scheme started, is rubbish. ALL live vouchers are accepted. They are going to phone and tell them this. I am going to try again later this week. (My OH who is suspicious by nature, reckoned that the local Tesco is dodging the issue by turning away people turning up with handfuls of vouchers because it might have too big an impact on their bottom line...)0

Im not too sure how this is naughty? They double up what they can and as they only issue vouchers in £10 increments give you back your 'change' to reuse if you wanted to use the entire £6.50 they would need a voucher for £13 which is an odd amount - £5 or £10 vouchers are common never heard of a £13 on myself.

Sorry that kinda came out wrong - i meant it was naughty for the woman to not explain that for my £6.50 i would only be getting £10 and points back BEFORE she actually processed the thing - since i'd read the leaflet etc and it wasn't mentioned i felt she should have checked with me before processing the thing! Plus i felt her attitiude when i asked why i only had £10 not £13 was inappropiate she hadn't explained it therefore it was a valid question and she was mood, made me feel like i was being awakard and said it's too late now anyway!
I do accept i was in a bad mood that day too it's been a very tight money finanically (thanks to my ex and a large unexpected bill) i had carefully calucated that i could get some new clothes very cheaply with my doubled up vouchers and cheaper still with the 20% clothing discount so felt a little cheated when i had to pay the additional £3 i thought i would be saving.
I have never seen a £13 voucher either but i have been issued with a £10 and 3 x £1 vouchers previously. Also it looked to me it was a case of it being processed through the till rather so it was a case of printing the numbers on the screen like a till spit (which do come in some rather strange amounts 75p etc) rather than a pre-printed proper voucher!
I guess the extra points will probably be more useful later in the year anyway as i'll be able to double up nearer christmas time and get some cheap prezzies!
