no claims bonus/household policy

have just noticed that my ncb on the buildings section of my AXA policy has been reduced from 9 yrs to 1 because of a 'claim' (which was turned down/not paid) for 'storm damage' to my roof. The assessor came (and this incurred AXA a cost of £105). They deem that as they incurred this cost this is the same as a paid claim, hence reduction of ncb.
Anyone heard of this ?? If they had actually paid ME a sum/claim, then fine, but this cant be right can it ??
