Surely independant means 'not part of a chain'? Why would it specifically mention Sainsburys and Waitrose and not Tesco?

As you probably know, their tills are programmed to accept any coupon which starts 99, even ones issued from other supermarkets sometimes scan and we would all be very stupid if we thought they could redeem those!
