Tiscali Customer - Advice Please

Hi,
I'm currently a Tiscali customer but I am thinking that with the take over now is the time to change.
I currently have:
Tiscali Broadband £14.67 per month
Post Office Homephone £16 per month approx (pay quarterly)
Freeview TV.
I have had a look at Sky, TV, Broadband and phone the (£16.50 package) and BT have sent me a letter this morning offering a free Homehub, Broadband and TV for £9.99 a month (would have to pay set-up and connection fees for the TV).
What are the best options out there? I find it all very confusing.
Plus do these company's do credit checks? I have some defaults due to being on a Debt Management Plan with the CCCS.
