Why are some hotel prices ex-VAT?

I'm wanting to book a hotel as a birthday treat in June for my OH. Being a "Priority Club" member for Holiday Inn/Crowne Plaza I have looked on their website, as well as others. SOME of the Crowne Plaza prices are being quoted as being "excluding VAT". However, other Crowne Plaza hotels in the same area (London) have prices that are including VAT. Why do hotels do this? I'm just confused :confused:

In addition, if you could recommend a 4 star hotel in London, that would be fantastic. I've been trawling Hotelscomparison and Tripadvisor, by my head is like mush now! :D

    I'm guessing here, but could it be that some of them are more likely to be used for business travellers, while others have a more tourist focus? Alternatively, do Crowne Plaza own all their hotels, or are some franchises?

    Have a go on Priceline.com - I use it all the time!

    Basically select the areas you'd like to stay and the No of *'s you want i.e 3* or 4*.
    Then you enter the maximum you want to pay and enter your card details.

    This is a bit of a gamble as they take the money the moment they find one tht matches all your 'wants' and then you cant cancel.

    However, I have never been dissappointed - I've stayed at the Crowne Plaza in Brum for £40 and Hilton Metropole/Copthorne Kensington for £50 each. The site adds on about 15% in charges but it's stil a bargain!!

    I think some other peeps on here have used it as well after I've recommended it and have been happy.
