Can this be appealed?

I got a PCN issued today by my local council for parking over the permitted time limit.

Basically it states on the PCN that they observed my vehicle from 09:30 to 11:36 and issued the ticket at 11:37.

Now the sign in the parking area states "no return within 1 hour". As I see it, they apparently observed my car for just over 2 hours!

Is it not possible that I could have driven my car away, been away for 1 hour and returned within this 2 hour time?

Do you think I have good grounds to appeal?

    Read the stickies. Then tell us which council, show us the signs and the bays, and all of the ticket. Then someone will be along to assist.

    Unless the Wardens stood there for two hours and observed my car how did they not know that I had been away for over one hour and come back and parked in the same bay?

    Well if you insist then --- NO -- you have no idea what observation notes they may have made.

    Maybe better following Sarah's advice rather than disputing what is needed.
