Do I contact paypal or credit card for refund?

Hi,
First of all sorry if this is in the wrong place, I know it's not ebay related but as it is paypal related I thought those using this board might be might be able to give me some advice.
A few weeks ago I brought some shoes of a website I have used a couple of times before. Admittedly, it is a small website, clearly a very small business or someone working from home and the first time I used it I was very suspicious but decided to risk it as the prices were very good and they accepted paypal so didn't need to worry about giving out card details. The last 2 times I have used I had no problems. I paid by paypal, received e-mail saying order was being processed and received the goods in just under 10 days (site says to allow 10 days for delivery).
So, back to the problem - I ordered some shoes for a friend a couple of weeks ago, as I was going through paypal to pay my internet disconnected. I wasn't sure if payment had gone through so I decided to wait a while to make sure. I received an e-mail from the website saying they hadn't received payment and they gave me their e-mail address to try paypal again or said I could phone up to pay. I then paid using paypal. I sent them an e-mail the next day to make sure they had received it and that order was being processed (I wanted to be certain as I hadn't received the usual processing e-mail), I didn't receive a reply to my e-mail so on sunday I sent another e-mail saying I wanted to confirm everything was ok with the order and I would receive it this week - no reply again. Tomorrow will be the 10th working day since I paid for the shoes so I am getting very concerned.
If I do not receive the goods tomorrow I want to get in touch with them to say that if I do not hear from them or receive shoes in x days I will be getting in touch with paypal/credit card to get my money back.
So, this is what I would like to know - will I need to get in touch with paypal or my credit card company to get my money back? I know with ebay purchases it would be paypal but as this is not an ebay transaction I wasn't sure if they would still deal with it?
Any advice would be greatly appreciated!

I had a similar problem, I ordered form a small company with paypal and all was good, so I ordered something else and it didn't come, after the company saying they had sent it twice (but couldn't give me the tracking numbers) I filed a dispute with paypal.
It took a while as they didn't respond but I did get my refund when the times elapsed etc.
Basically try paypal first, if you have no luck try your card company.Have my first business premises (+4th business) 01/11/2017

Should always contact the seller first, to chase up on delivery. If after a few days you get no joy, you can claim through Paypal. They are designed to protect the consumer and will follow up the claim with the seller. You should have no problem getting a refund from Paypal, may just take a few days.0

Thank you both for your advice. If it doesn't turn up tomorrow I will contact the seller once more before contacting paypal.
It's good to know that paypal are helpful in these circumstances!
