Parking Ticket Threat

Hello i was wondering if anyone could offer me any advice on a parking issue i suffered today. I parked my car whilst i nipped into the bank for about 20mins next to a constuction site. There were about 20 other cars parked next to where i was but to be fair mine was closest to the site. There were no marked bays and, no yellow lines and no payment metres or anything.
On my return to the car a very angry foreman began to shout at me saying i had blocked the entrance to the site. I was near to the entrance of the site but you could have easily got large vehicles in and out without any problem at all. The only signs i could see were on the fence of the construction site itself which said "Keep clear sit eentrance". I genuinely didn't see them when i parked and like i say i was nowhere near the entrance anyway. Anyway i didn't say anything to him, i just got in my car and drove off. On getting into my car he said "there'll be an £80 fixed penalty on its way to you for blocking a construction site entrance".
Is this true? Will they send out a penalty notice? I was not given a ticket, nor was one left on my car. Can they send them out retrospectively? Also i could not see any signs that pointed out the penalties involved or enforcing the parking issue where i was.
Any help greatly appreciated

    He is talking rubbish.

    They can chance their arm and send you one, although this is highly unlikely. If you do get one, simply ignore it as it will be an unenforcable invoice, not a ticket. Just simply file the ever increasing threats and that will be enough evidence in itself.

    If so, you could dob him or his employers in it with the police - Section 40 is a criminal matter.
    The Administration of Justice Act 1970.

    Section 40 of the act provides that a person commits an offence if, with the object of coercing another person to pay money claimed from the other as a debt due under contract, he or she:
    harasses the other with demands for payment which by their frequency, or the manner or occasion of their making, or any accompanying threat or publicity are calculated to subject him or his family or household to alarm, distress or humiliation;
    falsely represents, in relation to the money claimed, that criminal proceedings lie for failure to pay it;
    falsely represent themselves to be authorised in some official capacity to claim or enforce payment;
    utters a document falsely represented by him to have some official character or purporting to have some official character which he knows it has not.

    Anyway. Don't lose any sleep over it. :)
  • I wouldnt have thought so. it is possible for the police and traffic wardens to send out fixed penalties to your address by using your registration number without giving you a ticket but wouldnt have thought a foreman could.

    I would contact the company's HQ if he was threatening and abuse to you to lodge a complaint. Else you could inform the police.

    Cant blame him for being annoyed at you for blocking the entrance to the site.

    It's alright for someone with no power whatsover to make a threat and an entirely illegal statement thoughis it? that's what muggers do!

    The guy was just ranting, Not making excuses but he probably was getting it in the neck for not keeping the site entrance clear, even though the op says it was the Client of the site may have thought differently.

    I very much doubt if there will not be any form of PCN arriving, he just had the hump!

    LOL Yeah so what, Got a problem? You block an entrance to a contruction site ofcourse people will get p*ssed off.

    Just as well the OP didn't block the entrance then isn't it?
