Parking in Brighton - interesting

Evening all
I went to Brighton today to look at some properties and saw something I had never seen before.
In any street wide enough more than 50% of the vehicles were 'double parked' next to the 'Resident Only' bays leaving the bays empty. Basically in the middle of the road but to one side.
Apparently there is a huge parking argument and local traffic wardens can ticket vehicles parked in these bays without a residents badge BUT NOT the double parked vehicles - only the police can do so.
So in turn there are thousands of 'double parked' vehicles - which the police are just not bothering with due to the sheer numbers.
Does this happen anywhere else?

"Under the TMA there is a very well problem with double parking and dropped footway parking in that the TMA does not include the exemption previously allowed for enforcement without signage - and there is no approved signage ! ALL the councils AND the DfT have known about this since long before the TMA go live date. The advice given was [FONT="]Take care about making this generally available"[/FONT]
So the council have said nothing, the DfT have said nothing and as far as I know the Adjudicators have said nothing (publically).
Meanwhile they gaily went on enforcing for these knowing that it was wrong. That is corrupt in my opinion and they should be brought to book over it.
It sounds like word is getting around now though so pass it on !
Dropped footways in London are a horse of a different colour, there is legislation for enforcement without signage there - UNLESS they enforce under the TMA.
This isn't a 'Brighton Only' issue by any means, it is yet another national scandal and disgrace. So much for Council Codes of Conduct, the Civil Service Code, public duty et al.0 -

Nonsense. It is a contravention to park more than 50cm from the kerb.

It sounds like nonsense - thats why I started the thread.
Imagine a double parked car without the car next to the pavement being there.
Thats exactly how it is - obviously these are side streets not main roads.0 -
It is but it is unenforceable under the TMA !
I assume the police IF involved would to purse for obstruction, they have not jurisdiction of the council responsible contraventions do they..0 -

Somehow the word has got around in Brighton. if you get a chance ask one of the drivers who does this how they found out about this problem. And then get it broadcast as far and wide as you can. Other councils are still enforcing even though they know he PCNs do not have legal validity. I sounds very like Fraud to me.0
