How should I report a dodgy plumber?

Thanks all.
Someone who knows about plumbing has looked at it and also said he thought it looked like old pipe as there was another perforation. He's going to replace it for me this week.
I pulled all the insulation back to let the boards dry out and put a baking tray set up on a rack to catch the drips which although constant are not, thankfully,
big enough to over fill the tray.
