Support for Mortgage Interest question

Can anyone tell me why you can claim Support for Mortgage Interest (SMI) if you get income-based JSA but not if you claim contributions-based JSA?
Both JSA's pay the same (£60something a week) but contributions-based JSA is for people who have worked continuously for the last two years.
It doesn't seem to make any sense or seem very fair if this is the case?
