And don't believe that baloney spouted by Roxburgh & Graham White about "Civil Procedure Rules part 31, and more specifically parts 31.16".

I parked in the Brighton station car park on the 28/4/11.
When I drove in the entance, the ticket machines were all covered up. I drove to the exit to check the machines there: they were also covered up. I therefore reasonably assumed that parking charges would be suspended as there was no way of obtaining a record of entry and exit, subsequently no way of establishing a charge.
I received a pcn in the post today with photos of my car and times of entrance and exit, asking for £90 or a discounted £50 for early payment.
I would like to go way beyond appealing - I think they should be investigated. They will have sent pcns to every car that parked there that day, amounting to a lot of potential revenue.
Nice way to make money- make it impossible to get a ticket, and then get photos of you entering and leaving.
Apparently, I can appeal by post or email. Email would provide me with a record of the appeal date (I've been given a full 7 days) and I don't trust registeerd mail.
I visited their web site and navigated to the appeal email link, only to be told the link wasn't active. I found a telephone number to ring and I was put through to an answerphone.
I think the whole thing stinks. :mad:
Thank heavens for this site! The exact same thing as this happened to me. I parked at Brighton Station (Or Brighton Main as Meteor refer to it) on Sunday May 8th. I was there for 6 hours and was prepared to pay £5 to park there. However, as the barrier was covered up I also assumed there was a fault with the machinery and therefore parking charges were suspended for the day. My 'parking charge notice' has just arrived this morning. I am thinking of emailing my complaint to them with a photo of the barriers in question (if they are still covered up - I believe they have been like this for some time). Would that help?

We finally found Brighton Station car park late on a dark sunday evening. The barriers were up and so we parked. Doubting that free parking was likely I walked around but could only find a paper notice sellotaped to a door stating "Methods to Pay" giving a phone number which I called. It asked for my credit card number which I gave - but their computer insisted that it was registered to another company vehicle. I terminated the call and tried again hoping that the system would enable me to give my correct registration number - it didn't - but I paid the parking fee anyway. Some minutes later I received a text saying that the amount had been paid but the reg number was still wrong. I returned to the notice and read the lower section which advised me how to register a new vehicle. I rang the number and carried out the required procedure - but after a few minutes received a text stating "sorry could not understand your message" so we got back into the car and moved off. Surprise, surprise - a week later received a PCN from Meteor.
A few questions :-
Does a notice printed out on a computer and sellotaped to a door constutute adaquate signage ?
What security do I have that the notice hadn't been printed and sellotaped by a scammer to get my credit card number.
I had paid the £2.00 required and I have the printed receipt but their computer system was unable to credit it to my vehicle.
Note - the vehicle to which the payment had been attributed is a Ford Transit, far too big to have entered the car park.0 -

This is an ancient thread to bump again, bearing in mind we get at least 20 new ones every single day! I guess you didn't know that?
Quick forum use tip:
When you find a random thread on any online forum, take a step back and look at the sub-forum, the board the thread sits on and read the info threads at the top which are called 'stickies' as they stick permanently at the top of the board like notices.
To do this, look at the top of this page for the blue link starting Home > Forums > and so on (it's in small writing, always written as a chain-link on any forum, always with > inbetween each step, and it ends with the name of this thread).
Hope that makes sense.
Now if you try that, please read the stickies (info threads at the top) by clicking on the end of the Home > Forums > 'breadcrumb link' at the top. My signature tells you what to click on to read the forum.
You will find a must-see Watchdog clip, cunningly hidden in the sticky thread 'welcome, please read before posting'! And also look at the letter chains in the top sticky thread 'PPC letters, what to expect'.
That's what will happen - just letters. Ignore them completely. But do read up on the scam and watch the Watchdog clip now you know how to find the sticky info threads.
