Action On Harassment?

In February my vehicle received a parking ticket (an invoice not a PCN) and I wasn't the driver, which fortunately I have absolute proof.
As advised I ignored the parking ticket and the first communication I received was from a debt collection agency. The PPC did not even send me one letter but handed it straight over to Roxburghe debt collectors.
I responded with a version of the template letter from this site. They then sent me a more threatening letter and I responded with a version of the second template letter and ended it thus: -
'Please be aware I shall deem any further correspondence to be harassment. I will report not only you and your company, but also your client APCOA Parking Services (UK) Ltd to Trading Standards Institute, The Office of Fair Trading, CSA, BPA, CCUA and if necessary the Police, should you contact me again'
Yesterday I received a solicitor's letter 'Intending Legal Action', which I Intend to ignore. (I gather that the sequence of events is that Roxburghe send two letters and then Graham White (solicitors) send two letters, then they give up.
I would like advice from those with experience - Should I carry out my warnings and write to complain to the bodies that I quoted or will it all be a waste of time? Do any of them do anything or will my complaints be shelved.
(I do actually suffer from hypertension and angina and would site that this pressure is having a detrimental effect on my health)
I know the policy is that I should not have written any letters in the first place but I hate bullies and unfortunately I have plenty of time on my hands, and maybe while they are busy with me they may not pester some one else!

    Complain ! Give the authorities some work to do, it may incent them. Plus the more that complain the better.

    In particular you want to concentrate on complaining to Trading Standards, the police and OfT.

    Obviously we don't know what their paperwork says but I'll bet it breaks the The Administration of Justice Act 1970 (Section 40), Unfair Terms in Consumer Contracts Regulations (1999), Unfair Contract Terms Act 1977. It is the Admin of Justice act where they are committing a criminal offence.

    I can think of a few more to add to that list. But, of course, the paperwork would need reviewing to ascertain applicability.
