They range hugely in quality and price, you can get some cheap 19" panels for £100 or pay £400+ for top of the range. Similarly with larger panels, value ones at 100 to 300 top of the range ones many hundreds more.

If it's very old, you need to make sure the graphics card in the PC can support the resolution/size of the panel at the number of colours you want to display. Therefore taking a recommendation of a 28" panel isn't really going to be good for you. The Dell will have a service tag on the front/side of the case, go to the Dell support site and enter it, it'll tell you what the PC contains component wise.

Now not one reply above has mentioned resolution, which really is the most important thing, there is no point having a 20" screen displaying the same as what you see now only larger. You want to display more, i.e. with a higher resolution. Firstly check what resolution you are running now, right click the desktop, choose properties then the settings tab (the screen resolution will be on a slider, it might be 800x600 or 1024 x 768) etc.

I'd say something between a 17/19" (displaying 1280x1024) up to a 21/22" (resolution depends if it's widescreen or not, 1600x1200 / 1680x1050 etc). Would be ideal...
