WiFi Access at European Ports?

We are cruising this summer and would like to know if there is a European wifi internet access provider that is likely to cover post and city centre areas in Europe?

At the end of last year I travelled in Europe and some Gulf states and took my laptop. I just used free wi fi hotspots same as I would in UK. Cafes, hotels etc all have them.

UK Mobile broadband will cost you many arms+legs when used abroad - not really a go-er unless you can pick up a data SIM from each country.

Have a Google for Wifi hotspot - there are several directories which show hotels, cafes etc - examples:
    http://totalhotspots.com/
    http://www.hotspot-locations.co.uk/

With respect, using those two websites will also cost many arms and legs.
They only seem to show the commercial hotspots that require you to pay
    for a connection.
