Newbie to WIFI question

Ok - I have no idea on how you pay for using wifi outside your home. MY dad wants to buy a laptop with wifi to use when he is away in the caravan on holiday. How does this work payment wise? I have looked but can't really find an answer to my question (here or on Google etc) I know there are WIFI hotspots but amen't really sure on how these work either. Any help most appreciated
