    Barclays does them as well.

    The reality of course, though, is that there's no online or debit cards etc. It's useless for anything apart from very specific circumstances.

    It needn't prevent online access. Certainly many business accounts allow online banking with the need for two (or more if needed) people to logon separately to authorise payments.

    Whether any bank has implemented this for personal accounts is a bit doubtful though.

    I know Natwest has them. But I think you don't get cards, you get cheques and both have to be signed.

    You can specify this with HSBC as well although I reckon you will have the same issue with debit cards (They might not offer you the cards)

    I know that Lloyds used to do this. Don't know if they still do. Again you didn't get cards just cheque book.
