It can happen. The route to any particular website goes through a number of routers. The way you reach the site could be completely different from how I reach it. Normally if one of the routers in a given path is down the system will route around the duff router but it doesn't always happen so it is possible that users from one area can access a website while others are blocked.How the heck can a website be down in a particular area?0 -
