HSBC delaying me?

I have sent the first letter to HSBC claiming financial hardship and they have sent me a letter back to say they acknowledge the complaint but aren't prepared to help out because of the case, which i was expecting. The letter also said that I should call to see if they can offer other ways of dealing the the hardships, is that another way of saying "take out a loan" because we already have a £1500 flexiloan with them as it is.
It is important we get these charges back (£950 something) because my partner was made redundant last yr and had to a lower paid job which pays 4 weekly instead of monthly and it's getting to the point where the bills go out before the wages go in which leaves us up to a grand overdrawn, incurring us even more charges. The money would put us a month ahead and prevent any further charges. I can't see a way out.
What is my next step? Do I call HSBC or do I send them the next letter complete with a incoming/outgoings letter?

Have you got priority debt arrears(mortgage/rent, council tax, utilities)?
If yes then complete and income and expenditure form such as the one below

We are paying back a debt with our gas and electric supplier. Our rent is up to date as is our council tax, thank goodness.
I was going to send back the income/outgoings form today but before I headed out another letter from HSBC fell on the mat asking us to call to discuss the account. They were not very helpful at all, they wanted us to increase our overdraft, my partner just replied with all that will do will have us living off our overdraft, what we want to do is to clear the overdraft entirely. The member of staff we were talking to must have been reading from a script or something.
We we transferred to another department who took down a note of our income/outgoings and said she'll send the information the hardship claims department and that we'd hear from them within 14 days as they have a LOT of hardship claims right now.
Does that mean this phone call has taken the place of the letter I was supposed to send this morning?:j Hayley:j0 -
