Leaks have stopped growing
I have some leaks in a seed tray and my book says to wait until they are pencil thick before transplanting, they seem to have stopped at about 2-3mm thick.
Would I be alright to transplant them now or should I try repotting them to see if they've just run out of space?

You can transplant them now, they will be fine. Just to be sure, do a couple and see if they survive, then if they still look good in 2 days, do the rest. I don't think I've ever killed a leek by transplanting and I'm a bit rough with most stuff.
