Has there been any change in law etc to effect/change the advice given above?
I have a PCN from CMS UK Ltd (private co enforcing parking fines at Robin Retail Park, Wigan) for parking there outside of shopping hours.
Should I pay or does the advice above still stand? Anyone had any recent examples?

There have been no changes to the law. You should still not pay. The above advice still stands. There have been hundreds of examples in the intervening two years.

Parking outside trading hours, a massive crime punishment is getting lots of lovely threats in the post. The lose to the landowner is a big fat zero.0

You do not have a PCN. You have a fake PCN.
This is not a company who can 'enforce parking fines'. This is a company who imitate parking fines.
Most of us here have ignored a fake PCN or twenty - we speak from experience.
Want more corroboration that it's a scam than just some strangers on a forum?
How about a Solicitor? Watch the Watchdog clip then, with a Solicitor - an expert in this field - telling you all about these fake PCNs and what to do with them. It's in the second to top thread on this forum, in a permanent info 'sticky' to inform newbies all about this scam. The thread also has preview pics of every letter you will get, look now before you get them and just play snap!
The thread you want to read is 'PPC letters & threats'. No more links, just see my signature, one click and you are looking at the current forum, stickies are at the top, read the second one.
And I think you will soon find your 'recent examples'...try reading the current forum! It's not just this ancient old thread about this scam...once you have clicked one click back to the forum view, just look at the whole first page, which is just today's updates alone!

Yes, Stephen, that is how it happens, they get to the thread via Google and post without checking how old the thread is... but lets not be too hard, it isn't ideal, but equally, the older threads should get locked after a period of inactivity.
But the important thing is that they find us....0
