    You say Student Account, are you working as well? How do you fund your current borrowings, and why would you want to add further debt? The Halifax probably think you have enough borrowing, hence their refusal, asking again is not likely to change their minds. They may Credit Search you, and each search lowers your score, so perhaps it is best to be happy with what you have, and if the Halifax wish to help you further, then I am sure you will be the first they will notify.
