The majority of the time rail replacement buses are run because of engineering works that are advertised well in advance. When booking online or by telephone passengers are advised of any planned works and that part or whole of the journey will be by bus.
If it is the case that you haven't been informed that there will be engineering works or it was not realistically possible for you to find such information you should seek compensation directly from the rail company, your credit card company is unlikely to be interested.
