I normally use interbank rate on www.oanda.com (currently showing 2.08 dinar to the quid). Have found these rates pretty close to Nationwide in the past.

[edit] - whoops, forgot about the 'outside EU' charges (1% from 'real soon' I believe), takes it down to 2.06 ish.

Visa don't seem to publish rates for minor currencies. I've enquired about this topic to Visa in the past and just got a vague reply telling me they use competitive rates and to talk to my bank. In practice, when using my card in South America I got a rate that was about 1.5% worse than the rates published on www.xe.com or similar. That was last year, when the Nationwide card was still completely free...

Well strictly speaking it's 'outside Europe' not the EU as some non-EU countries do still count (e.g. Turkey), but yes Tunisia isn't one of them.
