Pyracantha problems

I have problems with my pyracantha plant, I don't think its scab because although the leaves are dark they aren't spotted and the flowers haven't even developed this year, they just shrivel up and die therefore no berries, it has white fluffy fungus all over the bark and brnaches, we've treated it with fungicide but to no avail, can anyone help?

It will be Woolly aphids not fungus, Pyracantha is prone to this pest.
Scrape back the fluff and check underneath, you may see some tiny flies underneath
If it is then spray with any bug control which contains any of the following chemicals:
Bifenthrin
Imidacloprid
Pyrethroids and Pyrethrin
You will find wounds on the bark, this will need painting with a product such as "Prune & Seal" to prevent any other infections and re-investation.
