Reclaiming bank charges

I am going through the process of reclaiming bank charges using the recommended templates. First I requested my bank statements and paid the £10 charge. I then sent a letter to my bank detailing the dates when they applied a charge to my account and a total that I was claiming back. They replied asking for a further £10 to progress my claim. Can the bank charge a further £10 as I thought there was a one of charge for the whole process.
