Lower Price offer on Second Chance...scam?

I have just lost a e-bay item I was bidding on where my losing bid was £290 - but straight away got an officicial second chance message which reads...
ITEM is available on 2nd chance offer to you and 5 others so its first come first served,Its on a 2nd chance offer as buyer wants it posting outside the UK wich i wont do,I will do the package for £240 with free next day delivery if paying with lloyds bank deposit due to no fees e.t.c and i can post today to arrive tomorrow before 9am,If using paypal then i cant post untill verified and postage would apply due to fees also you would pay the price you bidded on thanks again i will be relisting if not intrested thanks.
I have never heard of anyone offering a lower price to transact like this. Does this feel like a scam?

I suspect a scam. High end item, wants bank transfer (so no comeback at all for the buyer) and offered to multiple buyers.
Grab 5 loads of payments and disappear..and you lose.

The item was a Playstation 3. The seller has only been registered on ebay since 9th May.. I will steer well clear - thanks0
